COASTAL UPDATE
SEPTEMBER 15, 2008

St Charles: Continued flooding in the Willowdale Blvd area of the Parish

Plaquemines: Alliance substation still out do to flooding. Eastbank roads open and power restored. Hwy 23 still closed due to high water on the westbank. Power restored to 99.5%. Damage assessments continuing.

Orleans/Jefferson:

New Orleans East - near Venetian Isles - high water vehicles allowed into area.
New Orleans East - near Venetian Isles - no power - 100 people still sheltering in place
DRC opening main library Monday.
Lafitte: 2200 structures flooded in Lafitte. PODS requested for Monday, 15 Sep 08. 100% power outage in Lafitte.
Grand Isle: 100% power outage. PODS requested for Monday, 15 Sep 08.

Assumption: Water on HWY 182 in Bayou L'Ourse - Parish took protective measures.

Lafourche: Sandbagging operations ongoing at the Nolan Toups Levee. Parish government to reopen Monday, 15, Sep 08. Parish president has requested helicopter/s drop sandbags near the Al Robichaux canal to prevent water from going over the levee. This mission (18527) has been tasked to the La National Guard, mission to be completed on 9/15/2008. CPRA OCPR has called the LA National Guard requesting an ETA. We are waiting for this information from Flight-Ops (985-340-7333). James McMenis has asked for the information to be emailed to him and David Miller. Hwy 1 is reported passable but with significant debris remaining on the roadway.

Terrebonne: Continued dewatering of the parish. 26 pumps delivered from the state to assist with effort. 40 total pumps strategically placed for dewatering throughout the parish. Water has moved up the Houma Navigaiton Canal resulting in flooding of the Gibson and upper Dularge areas, particularly at the intersection of the Houma Navigation Canal and the Intercoastal Waterway. 10,500 people remain without electricity, 6500 of which were shut off due to high water. Water is dropping in the northern part of the parish. Shelter population as of 1800 hours was 308. Two shelters moving to new locations to accommodate school reopenings.

St Martin: 12" of water on McVeigh Road near Arnaudville. Schwing Road has water but is passable. Hwy 70 in Lower St. Martin has water near mile marker 8. Areas in Stephensville have water but are passable.

Calcasieu: No air operations due to high winds. Preliminary estimate of over 1000 homes with water. Electricity is 70% out. Calcasieu River estimated at approx. 4' above flood stage. Expect waters to recede by PM on Monday

Cameron: 24 hour curfew in effect. Cameron still 80% flooded. Over 1900 homes with 3+ of water. Cameron is 99% evacuated without a timeframe for re-entry. No Shelters in the Parish. Status of electricity unknown. Unknown when citizens may be allowed back. No shelters. No known deaths due to storm. EOC to be established at the Cameron Prairie National Wildlife Refuge and Visitors Centers just north of the Intercoastal waterway.

St. Tammany Parish: Approximately 100 homes out of power.

The Coastal Protection and Restoration Authority's mandate is to develop, implement and enforce a comprehensive coastal protection and restoration master plan. For the first time in Louisiana's history, this single state authority will integrate coastal restoration and hurricane protection by marshalling the expertise and resources of the Department of Natural Resources, the Department of Transportation and Development, and other state agencies, to speak with one clear voice for the future of Louisiana's coast. Working with federal, state and local political subdivisions, including levee districts, the CPRA will work to establish a safe and sustainable coast that will protect our communities, the nation's critical energy infrastructure, and our bountiful natural resources for generations to come. The CPRA of Louisiana was established by Act 8 of the 1st Extraordinary Session of 2005.
